Rosemarin Belliard is an Associate at Fragomen’s New York office, where she practices corporate immigration law exclusively. Rosemarin advises multinational corporate clients on complex U.S. employment-based nonimmigrant and immigrant matters, including the PERM Labor Certification Process, as well as family-based permanent residence and citizenship applications on an individual basis. She appears at numerous Permanent Resident interviews at local USCIS offices, both in the New York metro area, as well as at various USCIS offices around the country. She serves on the Diversity and Inclusion Committee and works to enhance and accelerate career development for Fragomen’s diverse workforce. Rosemarin is an active member of the New York Chapter of the American Immigration Lawyers Association and currently serves as Co-Chair of the Corporate Practice Committee and as a member of the Department of Labor Committee. She also serves as a Board of Director for the Dominican Bar Association.
Prior to joining Fragomen, Rosemarin worked at a mid-sized business immigration law firm, where she assisted corporate clients across a variety of industries including banking, media and arts, fashion and technology in obtaining nonimmigrant visas for their employees based on their demonstrated expertise. She also advised corporate clients on the federal employment verification compliance process.
Rosemarin holds a Bachelor of Arts in Political Science from CUNY John Jay College of Criminal Justice and a Juris Doctor from New York Law School. During her time at New York Law School, Rosemarin was awarded the Government Fellowship and Chief Justice Rose R. Bird Award for Motivation in Pursuing Public Interest Law. Rosemarin also served as a Law Clerk for Chief Judge
Dora L. Irizarry of the U.S. District Court for the Eastern District of New York and Judge Faviola A. Soto of the New York State Court of Claims.
Prior to law school, Rosemarin was selected as the New York City Urban Fellow for the Mayor’s Office of Immigrant Affairs. Rosemarin has provided pro bono assistance to unaccompanied minors appearing in immigration court through her work with the Safe Passage Project, as well as CUNY Citizenship Now and the New York City Immigrant Advocacy Initiative. Rosemarin speaks English and Spanish.
